Fellow Binancians, In order to adhere to local regulatory requirements, Binance will introduce changes to crypto withdrawal and deposit procedures for Brazilian users. These changes follow Resolution BCB No. 521/2025 of the Central Bank of Brazil (BCB), which amends Resolution BCB No. 277/2022 and brings international transfers of virtual assets into the Brazilian foreign exchange framework. In the coming days, Binance will share more details about the transfer of operations to Brazil. This announcement is being issued in advance to give users prior notice of changes to the user experience. Starting 2026-11-01, users will be asked to provide additional information when sending crypto to their own account outside Brazil or receiving crypto from their own account abroad. These requirements also apply when sending crypto to, or receiving crypto from, an individual or company that is not resident in Brazil. This is a mandatory requirement, and the information collected is reported monthly to the Central Bank of Brazil. Important: This update is not an implementation of the Travel Rule. The Travel Rule requirements for Brazil will be implemented in phases in 2027 and 2028 and will be communicated separately. The changes described here relate exclusively to the Central Bank's foreign exchange rules for virtual assets (Resolution BCB No. 521/2025). Changes to Crypto Deposit and Withdrawal Procedures: Crypto withdrawals from Binance to a non-resident: Users will be asked to inform the purpose of the transfer and to confirm who the beneficiary is (an individual, a company, an exchange, etc.).Crypto deposits to Binance from a non-resident: Users will be asked to inform the purpose of the transfer and to confirm who the sender is. The deposit will remain pending until the information is provided.Transfers within Brazil (to or from Brazilian platforms or Brazilian residents): No change. Types of Transaction Affected: This update affects international crypto deposits and withdrawals, that is, transfers where the counterparty is outside Brazil, including transfers to users’ own account on a foreign exchange and transfers to or from self-hosted wallets. Actions Required: Users will see a pop-up message when performing an international deposit or withdrawal. The steps are: 1. Sending crypto assets from Binance to a foreign exchange or self-hosted wallet Purpose of the transfer: Select from a short list (for transfers up to 50,000 USD or equivalent in other currencies or assets) or search for the complete list of purposes defined by the Central Bank (for transfers above 50,000 USD). Examples: transfer to their own account, purchase of goods, services, donation, travel.Who the beneficiary is: Confirm the type of beneficiary (individual, company, financial institution, etc.) and their identification details. This field comes pre-filled from the information users already provided and can be adjusted.For corporate accounts only: Confirm whether the beneficiary is a company of the same economic group.If users are sending assets to themselves on a foreign exchange, the purpose will be pre-filled and they only need to confirm.If users are sending assets to their own self-hosted wallet, they will only need to confirm that they are the owner of the wallet. 2. Receiving crypto assets from a foreign exchange or self-hosted wallet Users can go to the crypto deposit page of their Binance account and click on the transactions pending credit. A pop-up will ask for the same information (Purpose of the transfer, who the sender is, including their identification details, and, for corporate accounts, the economic-group confirmation). Once completed, the deposit is credited. Transaction Limits: In line with Central Bank rules, international crypto transfers to or from counterparties that are not institutions authorized to operate in the Brazilian foreign exchange market are limited to 100,000 USD per transaction. This limit may be increased to 500,000 USD, in which case users will be notified in advance. Transfers above this limit will not be processed through the standard flow. What Happens if Required Information Isn’t Provided: The transaction may not be processed if the required information is not provided. Withdrawals cannot be submitted without completing the questionnaire, and deposits will remain pending until the information is provided. In some cases, Binance may be required to return the crypto assets to the sender. Users may correct the information provided after submission by contacting Binance Customer Support.
